Lynne Saxton is the director of the Oregon Health Authority. The OHA protects and promotes the health of all Oregonians, provides access to health coveragLynne Saxtone for over 1.1 million Oregonians through the Oregon Health Plan and sets policies that drive the delivery of care across the state. As OHA's director, Saxton's top priorities are to make the Oregon Health Plan work better for its members, improve behavioral health so our state's system works for all Oregonians and continue to transform Oregon's healthcare system to produce better care, greater access and lower costs. 

Other priorities are modernizing Oregon's public health system to ensure all Oregonians are served by a health department that provides foundational public health services that are critical for protecting the health of Oregonians where they live, work, learn and play. Saxton also oversees the Oregon State Hospital's two campuses that provide patient-centered, psychiatric treatment for adults who need hospital-level care to help people recover from their illness and return to the community.

Saxton previously held the role of executive director at Youth Villages Oregon, a nonprofit providing results-driven services to youth and families. She is active in the community and civic leadership positions, including service on the Early Learning Council, the International Women's Forum and the Willamette University Board of Trustees. She also served on the Oregon Land Conservation and Development Commission and as chair of the Metropolitan Family Service Board. Saxton recently received the Gordon and Sharon Smith New Freedom Award from the Oregon Chapter of NAMI. She graduated with honors from Willamette University and attended the University of Michigan Business School Executive Program.

Andrew Narus is an associate attorney at Keating Jones Hughes, where he advises and represents healthcare providers. He previously served as a judicial clerk to the Hon. Joel S. DeVore of the Oregon Court of Appeals.

While attending the University of Oregon School of Law, Narus worked on public policy as a Wayne Morse Summer Fellow for U.S. Senator Ron Wyden, a Bowerman Fellow in the law school's Environmental and Natural Resources Law Center, and an extern to the Judiciary Committee of the Oregon Legislature.


Allison K. Hoffman

Allison Hoffman, an expert on health care law and policy, is a professor of law at UCLA School of Law. Hoffman's work examines some of the most important legal and social issues of our time, including health insurance regulation, the Affordable Care Act, Medicare and retiree health care expenses, and long-term care. Allison HoffmanShe is a faculty associate at the UCLA Center for Health Policy Research and the vice chair of the Insurance Law Section of the Association of American Law Schools. In fall 2015, Hoffman was a visiting professor at the University of Pennsylvania Law School. She currently teaches classes on Health Care Law and Policy, Torts, and a seminar on Health Insurance and Reform. Her most recent work proposes a fundamental shift in social policy on long-term care.

Hoffman graduated summa cum laude from Dartmouth College and from Yale Law School, where she was submissions editor for the Yale Journal of Health Policy, Law, and Ethics. Hoffman has extensive experience working as a lawyer and business consultant in the health care industry. She practiced law at Ropes & Gray, LLP, where she counseled clients on health care regulatory matters. She has also provided strategic business advice to health care companies as a consultant at The Boston Consulting Group and The Bridgespan Group. Immediately prior to joining the UCLA faculty, she was a fellow at Harvard's Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics.

Hoffman's research explores the role of regulation and the welfare state in promoting health and well-being. Her writing examines how regulation both reflects and shapes different conceptions of risk and responsibility.


Rachel Arnold

Director, Contracting and Network Management, Health Share of Oregon

Rachel Arnold, JD, MPH, is the director of Contracting and Network Management at Health Share of Oregon, the state's largest coordinated care organization. In that role, Arnold is responsible for management and compliance of Health Share's contract with the State of Oregon for Medicaid services, as well as Health Share's subcontracted health plans and direct provider networks. In addition, Arnold serves as Health Share's primary point of contact with the Oregon Health Authority on CCO issues and assists in policy development, regulatory affairs, and government relations. Prior to joining Health Share, Arnold was an associate general counsel with Cambia Health Solutions. Her experience also includes private practice with Lindsay Hart, LLP, a clerkship with the Hon. Virginia Linder and the Hon. Timothy J. Sercombe at the Oregon Court of Appeals and as a public health prevention specialist with the Centers for Disease Control and Prevention. Arnold earned her master's in public health from Oregon State University and her JD from Willamette University College of Law.


Keith Cunningham-Parmeter

A scholar whose research has explored work-family policy, gender theory, and contingent workers' rights, Keith Cunningham-Parmeter focuses his writing oKeith Cunningham-Parmetern emerging theories of employment discrimination. Prior to joining the law faculty at Willamette University in 2006, he represented migrant farmworkers as a Skadden Fellow with the Oregon Law Center. While there, Cunningham-Parmeter was lead counsel in a wage and hour class action lawsuit brought on behalf of food processing employees, which resulted in the largest judgment to date for agricultural workers in Oregon.

Cunningham-Parmeter graduated from Stanford Law School with distinction, was elected to the Order of the Coif, and was selected as a Stanford Law School Public Interest Fellow. During law school, he worked at the East Palo Alto Community Law Project and the U.S. Equal Employment Opportunity Commission, providing focused legal services to immigrant communities and low-wage workers. Upon graduation, Cunningham-Parmeter served for two years as law clerk to Chief Judge Ancer Haggerty of the U.S. District Court for the District of Oregon. Prior to law school, he worked as a high school teacher in the Mississippi Delta as a member of Teach for America.

Cunningham-Parmeter received the Robert L. Misner Award for Excellence in Faculty Scholarship and the Jerry E. Hudson Award for Excellence in Teaching and Leadership. Willamette law students have previously selected Cunningham-Parmeter as Professor of the Year. His publications have appeared in leading law journals and have been cited in the Yale Law Journal, Stanford Law Review, Harvard Law Review, Columbia Law Review, and by Justice Ruth Bader Ginsburg.


Sevilla P. Rhoads

Sevilla Rhoads has practiced labor and employment law for approximately 20 years. A former health care provider and health care business owner herself, Rhoads has a genuine appreciation for how a lawyer should support clients' patient care priorities and business realities. Her behavioral health training and significant workplace conflict Sevilla Rhoadsresolution experience helps clients positively navigate disputes with the least disruption to patient care. She is also experienced in finding practical compliance solutions tailored to her clients' specific work environments. Compliance and prevention services offered by Sevilla include workplace investigations, training, contract and policy drafting.

When faced with litigation, clients benefit from Rhoads' extensive trial and arbitration background. Understanding the importance of their relationships with other providers, patients and the community, she obtains dismissals and verdicts in her clients' favor without compromising the clients' organizational values around respect and collaboration.

In addition to her focus on health care, Rhoads has had the distinct honor of many years advising and representing Indian Tribes, including defending sovereignty rights and strategies for increased self-governance. She is a frequent presenter on the unique issues arising in human resources for Tribes.

Rhoads graduated from Mount Holyoke College with a bachelor's degree and later master's degree and earned her JD from the University of California - Berkeley.


Mylia Christensen

Mylia Christensen is the executive director of Oregon Health Care Quality Corporation (Q Corp), an independent, nonprofit organization dedicated to improving the quality and affordability of health care in Oregon. She is also the executive director of HealthInsight Oregon, a private, nonprofit, community-based organization dedicated to Mylia Christensenimproving health and health care.

Previously, Christensen worked in almost all facets of health care, from clinical settings to hospital and health system management, strategic planning and administration. Christensen joined Q Corp from the OHSU Center for Evidence-based Policy, where she was the project director for the Medicaid Evidence-based Decisions Project. Prior to joining the Center, she was a vice president at AON Employee Benefit Consulting. She also served for six years as the administrator of the State of Oregon's Public Employees' Benefit Board, responsible for Oregon's largest employee benefit program.

In the early nineties, Christensen was a vice president of operations and regional director for the Oregon Health Plan enrollment broker project with Benova, Inc. Her extensive experience also includes director of program development and physician services for Legacy Portland Hospital System and the administrator of women's health services at Good Samaritan Hospital. She began her health care career in emergency services and critical care nursing.

Tom Stenson is the litigation attorney at Disability Rights Oregon, the protection and advocacy system for Oregon. He previously worked as the legal director for the ACLU of Alaska and as an assistant defender at the defender association of Philadelphia, the public defender organization for the city of Philadelphia. He graduated from the University of Pennsylvania Law School and Swarthmore College. He lives in Portland, Oregon.


Christine M. Moehl

Christine M. Moehl's practice is limited to legal matters related to teh Employee Retirement Income Security Act (ERISA), including both health care plans and Christine Moehlqualified retirement plans. Moehl assists public and private sector plan sponsors, third-party administrators and investment professionals in all aspects of establishing and operating employee benefit plans. She is particularly adept at designing health and retirement plans to fit the individual needs of her clients, as well as assisting plan sponsors and fiduciaries in complying with ERISA, the Internal Revenue Code, and Health Care Reform. She also has extensive experience in guiding clients through the process of correcting plan administration errors through the IRS Employee Plans Correction Resolution System (EPCRS).

Moehl is a board member and program chair of the Western Benefits Conference, and she is a frequent speaker on employee benefits topics. She was selected by her peers for inclusion in Super Lawyers - Rising Stars. Moehl received her bachelor's degree and JD from Lewis & Clark in Portland, Oregon.


Mark Bonanno

Mark Bonanno, JD, MPH is general counsel and vice president of Health Policy for the Oregon Medical Association. Prior to serving as in-house counsel, he enjoyed Mark Bonanno20 years of private practice as an advocate for health care professionals and brought with him a dedicated interest in health care policy. In 2000, Bonanno founded the law firm healthlawoffice.com to specialize in problem-solving and regulatory guidance for health care companies and individual health care professionals. He remains of counsel to the firm.

Bonanno received his law degree from Lewis & Clark Law School and his graduate degree in public health from Boston University. He served as an adjunct professor of health law in the Mark O. Hatfield School of Government at Portland State University for 12 years and served terms as chair of the health law section of the Oregon State Bar and the Multnomah Bar Association group insurance committee. In 2014, he completed a three-year tenure as chair of the 2,400 member Fraud and Abuse Practice Group of the American Health Lawyers Association. In that year, he was honored to receive the AHLA's Patricia Meador Leadership Award. In 2015, Bonanno was appointed to the AHLA Board of Directors. He is licensed in the District of Columbia, Oregon and Washington.
