The University strongly encourages the use of alternative and environmentally friendly forms of transportation. Students and employees may purchase Salem bus passes at a 50% discount.
- It is your responsibility to know and abide by these Parking Regulations. Lack of knowledge of these regulations is not justification for appealing a citation.
- Speed Limit: 10 miles per hour, without exception.
- Oversize Vehicles: RVs, buses, trailers, moving vans, etc., may not be parked on campus.
- Willamette students and employees must display a valid State disabled permit AND a current University parking permit. Here is a map of designated disabled parking spaces.
- Restricted Areas: Effective 24 hours a day, 365 days a year, a vehicle parked in a fire lane, crosswalk, handicap space, loading zone, no-parking area, sidewalk, driveway, landscaped area, et al., is subject to immediate towing at the owner's expense. However, you may request permission to temporarily park in certain restricted areas by contacting Campus Safety in advance.
- Loading Zones: limited to 15 minutes, while actively loading or unloading.
- Citations/Appeals: citations must be paid or appealed within five business days. Refer to Section G. for appeal process information.
- All vehicles parked on campus must be in operable condition.
- Theft/Damage: Willamette University and Tokyo International University of America are not responsible for theft from or damage to vehicles parked on University property; however, if your vehicle is damaged or items are stolen, contact Campus Safety immediately to initiate an investigation/report.
- Sleeping in vehicles overnight is prohibited.
- With a valid parking permit, you may leave your vehicle on campus over the summer. However, if maintenance of parking lots, building, or grounds requires that your vehicle be moved, it will be towed to an alternate campus location at your expense. To avoid the possibility of this expense you may leave a key with Campus Safety; an officer will move your vehicle at no cost to you, if necessary.
- Definition: Legal Parking Space. A space large enough to fully contain a standard-size truck or passenger vehicle, with a painted line on each side, a curb, wheelstop or painted line at the front, accessed via a paved driveway or street.
- The University partners with the Willamette Heritage Center, the First United Methodist Church, and Bush Elementary School to prevent illegal parking on their property.
B. Parking Permits
Valid Willamette University permits are required year-round.
Standard: Valid in any Standard lot. The purchase and proper display of a current Standard permit allows an individual to park in a Standard lot if there is a legal parking space available. Standard permit sales are not limited; a permit does not guarantee a space.
Reserved: Permits are specific to an assigned Reserved lot; a space is guaranteed. Parking in Standard lots permitted only on evenings and weekends.
Kaneko South: Reserved parking available only in the Kaneko paved parking lot; Standard parking available only in the gravel lot south of the softball field. Standard lot permits not valid in Kaneko South lot.
- To be valid, a permit must be current and clearly visible from outside the front window of the vehicle.
- Permits are available for refund after purchase until April 1.
Current refund rate (August - September): Full Refund
- Re-sale: Permits are the property of Willamette University and may not be resold, loaned or gifted to another person.
- Employee Permit Restrictions:
- Employees may not purchase permits for their dependents who are students.
- A permit for a second employee vehicle may be purchased, but only one vehicle may be on campus at any time.
- Before a permit will be issued, all outstanding fines must be paid.
- Permit Transferability: Permits may be transferred to any vehicle you drive, excluding motorcycles/motorbikes and vehicles listed in section A.3.
- Lost Permit: A replacement is $10.
- Limited-Use Parking Permit: A five-use permit is $20. Valid in Standard lots only.
C. Motorcycle/Motorbike/Bicycle Parking
- Motorcycles, motorbikes and bicycles may park ONLY in designated racks or areas.
Motorcycles/motorbike parking areas are at the south end of Lausanne Hall (off Winter Street), and on the west side of Matthews Parking Lot (off 12th Street), near the footbridge.
- No permit is required to park in designated racks or areas.
- Bicycles locked to railings or in hallways are subject to removal by Campus Safety.
D. Guest/Visitor/Other Parking Options
- Parking Meters: There are a limited number of short-term meters at the north edge of the Sparks (main) parking lot, near the Montag Center (west side), in the Kaneko Commons lot (near the vehicle gate), and in the courtyard between Lausanne and Doney Halls, and near the west side of Sparks Athletic Center.
- Here is a map of accessible handicap parking spaces and building entrances. A paper map is also available from the kiosk attendant or the Campus Safety office.

F. Payment of Fines
- Citation Payment Responsibility: Permit holders are responsible for payment of fines on all citations issued to any vehicle displaying their assigned permit.
- Where/How to Pay: Fines may be paid at the Campus Safety Office during regular office hours. Towing and storage charges must be paid direct to the towing company.
- Late Payments/Unpaid Citations: Fines not paid or appealed within five business days will be charged to a student's account, and a $5 processing fee added. Unpaid employee fines will be handled following section H.2. below, and will prevent purchase of future permits.
G. Parking Citation Appeals
1. Citations may be appealed up to five business days from the date of issue. Repeated violations cannot be appealed.
- Appeals must be in writing, submitted on the required form.
- Appeals must be based on firm and verifiable evidence. Lack of knowledge of these parking regulations is not justification for appealing a citation.
The Director of Campus Safety will review appeals and make a decision based on the written appeal and on Campus Safety records. Appellants will be notified of the decision by mail. The Director's decision is final.
H. Booting/Towing Procedures
- Restricted Area Violations (see section E.1. above):
Fourth restricted area violation during academic year: Boot/Tow notice advises of future booting and/or towing
Fifth restricted area violation: vehicle is booted
Sixth and subsequent violations: vehicle is towed
Note: Citation records are NOT cleared at the end of the academic year. However, first restricted area-violation consequence will revert to previous year's ending level.
- Other Violations:
Fourth unpaid violation: Boot/Tow notice advises of future booting and/or towing
Fifth unpaid violation: vehicle is booted
Note: Citation records are NOT cleared at the end of the academic year.
- Releasing booted vehicles: All citations must be paid. WU paperwork must be signed; the vehicle must be immediately moved to a legal parking place.
- Vehicles towed from University property: All citations must be paid. WU paperwork must be signed. The vehicle owner may then take the paperwork to the tow company to arrange for release of the vehicle.
- The vehicle owner is responsible for all costs associated with booting or towing. The University is not liable for any loss or damage resulting from booting or towing.
